Nicosia, Cyprus. Avlona community leader Menelaos Savva said the government must take practical measures to prevent repeated violations of the buffer zone. He said military action is not an option, but other steps could improve protection for lawful activity in the area.

Proposals for infrastructure and regulation
Savva proposed infrastructure projects, the registration of public and rural roads, extending lighting, and issuing permits for prefabricated structures to be used as agricultural storage.
Controlled development and buffer zone width
He said that in some areas the buffer zone in Avlona exceeds four kilometres in width and argued that controlled development could be possible without raising tensions. He gave the example of a young couple building a home two kilometres from the northern boundary if they own the land.
Deterrence against illegal activities
Savva said increased legitimate activity would deter violations and illegal practices, including smuggling, irregular migration and poaching.
Frustration over long-term inaction
He said there are many actions the state can take and criticised decades of inaction, stating that for 52 years nothing has been done. He said communities affected by the division, including Avlona, Katokopia and Zodia, deserve concrete support, and added that he was not calling for war or an incident.
