Cyprus and EU leaders sign “One Europe, One Market” roadmap to strengthen the single market

Roberta Metsola, Nikos Christodoulides, and Ursula von der Leyen after signing the 'One Europe, One Market'

Nicosia, Cyprus. President Nikos Christodoulides on Friday signed a roadmap with European Parliament President Roberta Metsola and European Commission President Ursula von der Leyen aimed at strengthening the European single market.

Roadmap signed by EU institutions

The roadmap, titled “One Europe, One Market”, was signed by Christodoulides on behalf of the Council of the EU, with Cyprus holding the council’s rotating presidency during the first half of this year. EU leaders have been in Cyprus this week to attend an informal European Council summit.

The European Commission said it hopes the roadmap will provide “a decisive step to urgently strengthen Europe’s competitiveness, with concrete actions and targets for agreements” by the end of next year at the latest.

Targets, reviews, and responsibilities

According to the commission, the roadmap includes “targets for legislative proposals and agreement by the co-legislators”, as well as reviews every three months and “clear institutional responsibilities for all EU institutions in line with their prerogatives”.

Government spokesman outlines 42 actions

Government spokesman Konstantinos said the roadmap entails a total of 42 “targeted actions” and “lays the foundations for reducing fragmentations within the single market”.

He said it will “enhance competitiveness, reduce energy costs, and accelerate the digital transformation”.

Impact on Cyprus and broader EU strategy

Konstantinos said the roadmap’s aim is for Europe to function as a unified market with “common rules and fewer barriers”, which he said would mean more opportunities for businesses, lower costs for the public, and a stronger international economic presence for the EU.

He said it has “specific value” for Cyprus by strengthening Cypriot businesses’ access to the single market, reducing barriers for services and investments, and upgrading the country’s role as a hub in the European economy.

He added that it aligns with a broader goal of a more autonomous EU with a strong economic base, reduced dependencies, and increased capacity to protect its interests and security.

Christodoulides calls it a turning point

Christodoulides said at the signing that the roadmap “marks a turning point in advancing Europe’s competitiveness agenda”.
