Nicosia, Cyprus. State Aid Control Commissioner Stella Michaelidou has approved amendments to the Restart 2016–2020 research and innovation support measure, increasing its budget and adding a cybersecurity innovation programme.
Updated scheme
The measure, titled “Restart 2016–2020 Programmes for Research, Technological Development and Innovation of the Research and Innovation Foundation”, continues an existing programme previously found compatible with state aid rules under decision No. 471 of July 18, 2025.
The Office of the State Aid Control Commissioner said the approval followed amendments to the scheme.
Cybersecurity programme
The updated measure introduces the Fast Track Innovation (FTI) programme for the rapid development of innovative products and services in the cybersecurity sector.
The programme is intended to support existing businesses across all sectors that invest in the rapid development and promotion of internationally competitive innovative products and services.
Budget and deadlines
The approved budget has increased from €306.9 million to €308.4 million, reflecting the expanded scope of the scheme.
The amendments also include updated standard cost scales for staff remuneration and extend the deadline for funding decisions under the scheme until June 30, 2027.
Eligible beneficiaries
The scheme remains available to research organisations, higher education institutions, scientific and professional bodies, businesses, business associations, non-governmental organisations, public services and public utility organisations.
Academics, scientists, researchers, technical personnel, students and pupils may also participate in relevant programmes supported through the measure.
