Nicosia, Cyprus. The Cyprus Gaming and Casino Supervision Authority said casinos operating on cruise ships and passenger vessels fall outside its regulatory and supervisory framework, regardless of the vessel’s flag. The authority said such activities take place beyond the jurisdiction of the Republic of Cyprus.
Jurisdiction and operating conditions
The authority said casinos on cruise ships and passenger vessels are not subject to its supervision because they operate beyond the Republic of Cyprus’ jurisdiction. It added that, in line with international practice, these casinos are permitted to operate only under specific conditions.
The authority said casinos on these vessels operate exclusively when in international waters and not while in ports or within the territorial waters of the Republic of Cyprus.
Industry growth and revenue
The clarification comes as cruise ship gaming continues to grow globally as an industry combining tourism, leisure and high-stakes entertainment onboard vessels. Industry estimates project the global cruise sector will reach $18.30 billion by 2030, expanding at an annual rate of 11.5 per cent.
The authority said about 20 to 30 per cent of that total is attributed to gaming revenue generated onboard ships.
Public message on responsible gambling
The authority urged members of the public who choose to participate in gaming activities during a journey to do so responsibly, with prudence and full awareness. It said participation in games should be treated solely as entertainment and not as a means of generating income or covering financial obligations.
Will you treat any gambling activity during travel solely as entertainment and participate responsibly?
