Cyprus modifies training support scheme, expands eligibility and raises budget to €2.6 million

Nicosia, Cyprus. Cyprus’ state aid commissioner Stella Michaelidou confirmed modifications to the “Single-company training programmes in Cyprus (state aid)” scheme following an April 9 decision. The changes include expanded eligibility and a higher budget.


Decision and implementing authority

The decision was issued on April 9 in response to a request submitted to the authority on March 18, 2026. The Human Resource Development Authority of Cyprus (Anad) remains the competent authority responsible for implementing the scheme and overseeing its application and execution.

Eligibility and scope changes

Under the revised framework, beneficiaries have been expanded to include self-employed individuals in addition to businesses within the areas controlled by the Republic of Cyprus. The government of the Republic of Cyprus is excluded from the scope of the measure.

Budget increase and projected participation

The scheme’s budget has been increased from €1 million to €2.6 million. The estimated number of trainees is expected to reach approximately 12,000, compared to a previous projection of 5,000.

Purpose and implementation of training programmes

The measure is designed to provide incentives to employers and self-employed persons to plan, organise and implement training programmes based on conditions and criteria set by the competent authority. Its objective is to address employee training needs and strengthen skills development and workforce capabilities across sectors. Employers and self-employed participants may engage qualified trainers to support the transfer of expertise and knowledge to their personnel.
