Cyprus parliament approves Explosives Law amendment to tighten controls on fireworks

Nicosia, Cyprus. The Mines and Quarries Department said amendments to the Explosives Law approved by the House of Representatives are intended to strengthen public safety and address the illegal use, trafficking and storage of fireworks.


Amendment aims and scope

In a statement on Sunday, the department said parliament passed the amendment to the Explosives Law of 2026 to reinforce the framework for control and compliance and to tighten provisions governing the illegal use of fireworks. The department said the primary objective is the protection of citizens, vulnerable groups and animals.

Increased penalties

Among the key provisions is a tenfold increase in financial penalties for the illegal use of explosives, with the maximum fine rising from €5,000 to €50,000.

Inspection responsibility and expanded liability

The amendment assigns responsibility for inspections of fireworks and ammunition to the chief of police, in his capacity as inspector of explosives. Liability is also extended beyond individuals who use fireworks to include event organisers and owners or managers of venues where fireworks displays take place.
