Cyprus ranks among EU open data “trend-setters” in 2025 maturity assessment

Nicosia, Cyprus. Cyprus was classified as a digital leader in the European Union’s 2025 open data maturity assessment, achieving an overall maturity score of 94.6%. The result placed Cyprus in the EU’s “trend-setters” cluster.


EU assessment and classification

The report said the “trend-setters” classification indicated that Cyprus had an advanced open data policy reflecting technical and policy developments at the EU level, including those regarding high-value datasets. It also highlighted substantial coordination of open data activities at all levels of government.

Scores across four pillars

Cyprus recorded scores of 99.2% in policy, 91.0% in portal features, and 88.1% in data quality. The country achieved a 100% impact score, measuring how effectively open data was repurposed to create societal and economic benefits.

National portal and governance model

The findings said the national portal, data.gov.cy, offered more than 1,200 datasets and brought together 94 organisations to foster transparency. The assessment said Cyprus’ governance model evolved into a top-down structure that engaged the private and academic sectors, including through liaison officers and an open data team whose views are reflected in action plan proposals to the Minister of Finance.
