EU carbon dioxide-related tax revenue rises to €51 billion in 2023, Eurostat says

Brussels, Belgium. Revenue from carbon dioxide-related taxes across the European Union rose from €15 billion in 2017 to €51 billion in 2023, according to Eurostat.


Growth in carbon dioxide-related taxes

Eurostat said the levies, which are strictly applied to the carbon content of fossil fuels, became a significantly larger part of the EU’s energy tax revenues over the period.

The share of these taxes within total energy taxation increased from 6.0 per cent in 2017 to 19.7 per cent in 2023.

Who paid the taxes in 2023

In 2023, the private sector accounted for most of the carbon dioxide-related tax revenue. Businesses contributed 76.4 per cent of the total.

Households provided 22.3 per cent, while non-residents accounted for 1.3 per cent.

Top contributing industries

Within the business sector, the energy industry was the largest contributor, providing 30.1 per cent of the total. This category covers the supply of electricity, gas, steam, and air conditioning.

Manufacturing followed with 29.4 per cent of the revenue.
