Malta urges EU to factor island challenges into policymaking from the outset

Paphos, Cyprus. Maltese Prime Minister Robert Abela called for the specific challenges faced by islands to be considered from the start of European policymaking, saying island communities continue to face structural disadvantages that cannot be addressed through uniform approaches.


Shared structural pressures

Speaking at a high-level conference on islands and coastal communities in Paphos, Abela said islands across the European Union are diverse but face common pressures, including geographical isolation, higher costs, vulnerability to external shocks and dependence on reliable connectivity.

He said that for island member states these pressures are structural realities rather than occasional inconveniences.

Connectivity and economic exposure

Abela said island states have fewer alternatives than mainland regions when disruptions occur, making transport links and connectivity fundamental.

He said weak connectivity increases transport costs, disrupts supply chains and limits opportunities for businesses and families.

Abela added that island economies, while often resilient and outward-looking, are particularly exposed to shocks affecting energy, transport, tourism and trade.

Green transition and long-term viability

The Maltese prime minister said islands face particular difficulties in the green transition because many depend heavily on imported fuels and have fewer technological options available at scale, leading to higher transition costs.

He said the issue ultimately concerns whether communities remain viable, whether services remain accessible, and whether young people believe they can build a future at home.

Innovation and strategic value

Abela said islands should not be viewed only through the lens of disadvantage.

He said islands are also places of innovation, resilience and strategic value in energy, maritime activity, digital policy and tourism, and argued that island communities often become testing grounds for new approaches because they must adapt quickly and use resources efficiently.
