Nicosia, Cyprus. Civil servants trade union Pasydy and the social services officers’ branch warned they will take strike measures unless an immediate and binding timetable is set for transferring responsibilities to the deputy ministry for migration.
Deadline set for implementation plan
In a statement issued on Tuesday, Pasydy said it would proceed with a series of industrial actions if a concrete implementation plan is not determined by May 21, 2026, with a timeframe not exceeding one year.
Delays cited in cabinet decision implementation
The unions pointed to delays in implementing a cabinet decision dated December 16, 2025, which provided that from January 1, 2026, the deputy ministry for migration would assume responsibility for accommodation programmes for unaccompanied minors.
The decision also stipulated that within three months, a comprehensive timetable would be submitted for the gradual transfer of additional responsibilities concerning applicants for international protection and vulnerable groups.
Concerns over lack of timetable and pending legislation
Pasydy said that despite these provisions, no timetable has been submitted, while a bill has instead been tabled before parliament that continues to assign responsibilities to the deputy welfare ministry which should have already been transferred.
Meeting with deputy welfare minister
During a meeting with Deputy Welfare Minister Clea Papaellina, union representatives expressed strong concern over the failure to implement the agreed measures.
According to the union, the deputy minister committed to submitting a proposal to the cabinet within one month, including a clear timetable for the transfer of responsibilities.
