Thomas Kazakos outlines ICS priorities as Secretary General in address to marine insurance group

Thomas Kazakos, who became Secretary General of the International Chamber of Shipping (ICS) in 2025, has outlined the organisation’s role and priorities in international shipping. Speaking to the International Union of Marine Insurance (IUMI), he described ongoing challenges facing the sector.


ICS role and representation

Kazakos said ICS is “the global trade association for shipowners and operators,” representing national shipowner associations and “over 80 per cent of the world merchant fleet.” He noted that ICS was established more than a century ago to represent the shipping industry in the development of international regulation for global shipping, and said this remains its core function.

Focus on seafarers

Kazakos said seafarers remain central to ICS priorities, citing safety and welfare as well as training, recruitment and retention. He said, “Seafarers must always be top of the agenda.”

Decarbonisation and government decisions

He also highlighted decarbonisation as a key priority, calling progress essential for the next generation. Kazakos said the industry is ready and that what is needed is for governments “to take the necessary decisions.”

Supply chains and geopolitical context

Kazakos said ensuring efficient supply chains and the smooth functioning of global trade remains a key focus, particularly amid growing geopolitical fractures.

Recent activity and policy engagement

On recent impact, Kazakos said ICS has worked with its members and has been “integral in the development of proposals to the IMO and the ILO on various technical matters,” including seafarer training and the pathway towards net zero by 2050.
