Commissioner cites persistent animal welfare gaps and calls for stronger enforcement measures

Larnaca, Cyprus. Environment and animal welfare commissioner Antonia Theodosiou highlighted persistent animal welfare issues and called for stronger enforcement and public education during an event in Larnaca.

Persistent issues highlighted

Theodosiou cited overpopulation of cats and unowned dogs due to uncontrolled breeding, low registration rates, delays in enforcing legislation, rising cases of abandonment and abuse, and shortcomings in shelter infrastructure and public veterinary services.

Calls for stronger services and reporting tools

Speaking at the social theatre performance Until I Stay on Sunday, she stressed the importance of strengthening veterinary services and the animal police, enhancing local government authorities, educating the public on responsible pet ownership, and creating an electronic platform to register and monitor abuse complaints.

Proposed legislative amendments

Theodosiou said amendments to existing legislation would “strengthen regulations on dog ownership, protection and welfare”. She noted key changes would include limiting the number of pets per household, with exceptions for existing owners, and imposing fines for violations.

Funding for stray animal care

She said net proceeds from the performances will fund medical care for stray animals.
