Rising prices and rents

House prices in Cyprus increased by 3.4 per cent year-on-year in the first quarter of 2026, according to Eurostat, with the index standing around 50 per cent above its 2015 level.

Rental costs also continued to rise. Eurostat’s harmonised index for actual rents recorded steady month-on-month increases during the first five months of 2026.

Cyprus Statistical Service data showed that the annual rate of rental increases accelerated from 2.5 per cent in January to 4.5 per cent in April 2026.

Impact of permitting delays

While the figures reflect continued demand and limited supply, the time required for residential developments to progress from planning to construction is also affecting the market.

Permit delays can increase development costs, postpone the delivery of new homes and ultimately influence the prices and rents paid by households.

A recent analysis by Yiannis Misirlis, chairman of the Cyprus Land and Building Developers Association, examined a residential project involving 125 apartments.

Published by Cyprus Mail on July 14, 2026, the analysis considered a project with land costs of €7 million and estimated construction costs of €25 million, for an initial total cost of €32 million.

If the required permits are obtained within six months, the project can proceed without additional costs linked to a prolonged wait, resulting in an average sale price of about €307,000 per apartment.

The analysis found that a four-year delay in starting construction because of permitting would substantially alter the project’s financial position.
