Nicosia, Cyprus. Cyprus recorded one of the lowest rates of reported online shopping problems in the European Union, with 15.68% of consumers saying they encountered issues, according to Eurostat. The data comes from the 2025 survey on the use of information and communication technologies.
Survey scope and EU average
Eurostat’s findings reflect the experiences of people who had made online purchases during the previous three months. Across the EU, 35.4% of online shoppers reported difficulties when buying through websites or apps.
Cyprus and other low-problem countries
The figures indicate Cyprus performed better than the EU average. Greece recorded one of the lowest shares in the EU, with 10.6% of online shoppers reporting issues, followed by Cyprus at 15.68%.
Non-EU comparison
Outside the EU, Turkey recorded a higher rate of reported problems, with 28.9% of shoppers saying they had encountered issues.
Countries with the highest reported problem rates
Several European countries reported much higher levels of dissatisfaction. Malta recorded the highest share, at 64.0%, followed by the Netherlands at 57.9% and Luxembourg at 51.4%.
