Nicosia, Cyprus. Cyprus recorded one of the lowest rates in the European Union for internet users engaging in online education in 2025, according to Eurostat. The statistical office said 21% of internet users in Cyprus took an online course or used online learning materials during the year.
EU participation trends
Across the European Union, 34.8% of internet users reported taking an online course or using online learning materials in 2025, a 1.4 percentage point increase from 33.4% in 2024. The figures also show a rise since 2019, when 21.4% of EU internet users engaged in online education.
Differences across member states
The Netherlands recorded the highest share of online learners at 60.2%, followed by Ireland at 59.7%, Finland at 50.7%, and Sweden at 50.6%. Lower participation was reported in Romania at 11.8% and Bulgaria at 18.4%, highlighting variation among member states.
Online courses and learning materials
In 2025, 17.3% of EU internet users took an online course. Ireland reported the highest participation in online courses at 29.6%, followed by Finland at 29.3% and the Netherlands at 28.5%.
During the same year, 30.5% of EU internet users used online learning materials. The Netherlands led this category at 55.1%, followed by Ireland at 50.4% and Hungary at 46.4%.
