Cyprus approves research funding mechanism for 2027

Nicosia, Cyprus. The cabinet on Wednesday approved a new funding mechanism for publicly funded research organisations, which is scheduled to be implemented in 2027.

Deputy Research Minister Nicodemos Damianou said the mechanism is intended to maintain and strengthen existing research infrastructure and develop structures with long-term value.


Performance-based funding

The mechanism will fund research centres according to 18 performance indicators across six thematic areas, including the research environment, international dimension and socioeconomic impact.

Funding will be renewed every three years, while the performance of the organisations will be assessed annually.

Fiscal responsibility measures

Damianou said the mechanism will include fiscal responsibility provisions, including an assessment of the centres’ actual financing needs, consideration of other institutional state funding and a funding ceiling.

He said the cabinet’s approval establishes a new model of institutional support for research and innovation, aimed at strengthening competitiveness and scientific excellence while ensuring the effective and transparent use of public funds for society.
