Cyprus building permit activity stayed strong in November 2025, Cystat data shows

Nicosia, Cyprus. Building permit activity in Cyprus remained strong in November 2025, according to data released by the statistical service (Cystat). A total of 850 permits were authorised during the month, providing for 1,631 dwelling units.


November 2025 permit totals

The permits authorised in November 2025 had a value of €382.9 million and a total area of 333,400 square metres.

January to November 2025 compared with 2024

In the first eleven months of 2025, building permits reached 7,340, up from 6,442 in the January to November 2024 period, an increase of 13.9%.

Over the same period, the value of licensed projects rose by 31.8%, total area increased by 35.3%, and the number of dwelling units grew by 36.1%.

Breakdown by permit type

Residential building permits totalled 5,472 in January to November 2025, up from 4,416 in the corresponding period of 2024.

Non-residential building permits fell to 768 from 1,015 a year earlier.

Civil engineering projects increased to 445 permits from 370, while plot divisions rose to 543 from 473.

Road construction permits declined to 112 from 168.

Area by category

In area terms, residential developments covered 2.45 million square metres in January to November 2025, compared with 1.77 million square metres in January to November 2024.

Non-residential buildings reached 481,867 square metres, up from 396,486 square metres, while civil engineering works expanded to 15,268 square metres from 7,996 square metres.
