Thousands of Cyprus households with rooftop photovoltaic systems said their February 2026 electricity bills showed surplus net-metering credits no longer carried forward, with previously accumulated balances reset to zero. Customers reported receiving no advance notice or explanation on the bills.
Credits no longer carried forward
Surplus electricity credits accumulated under net-metering agreements did not appear as balances carried forward on bills issued in February 2026. Under such agreements, households offset electricity exported to the grid against electricity later consumed, effectively banking surplus for future use.
In many cases, customers said credits built up over months or years were cleared, meaning households lost offsets that would normally reduce future electricity charges.
No notice or public explanation
Customers said no advance notice accompanied the change. Bills contained no explanatory note, and no public announcement was issued beforehand.
The dispute described by customers focused on whether sufficient foresight and transparency were shown in notifying customers about a change with direct financial consequences, rather than on the legal authority to clear surplus credits.
Customer queries and reports of universal application
Customers contacting the electricity authority (EAC) said they were told the cancellation applied universally to net-metering customers for the February and March billing periods. Call-centre staff were often unable to direct callers to a specific published decision or legal text.
“We signed a 15-year agreement that says surplus electricity is carried forward,” one customer said. “Now we are told the credits are gone.”
