EU leaders fail to sway Orban on €90 billion Ukraine loan block

Brussels, Belgium. European Union leaders failed at a summit on Thursday to convince Hungarian Prime Minister Viktor Orban to lift his blockade on a €90 billion ($103 billion) EU loan to Ukraine, officials said.


Loan agreement and continued blockage

EU leaders agreed to the loan in December, but Orban has so far blocked its implementation. He cited a dispute over a war-damaged pipeline.

Concerns among EU leaders

Orban, who has cordial ties with Russia and has clashed with Ukrainian President Volodymyr Zelenskiy, has angered other EU leaders. Officials warned Kyiv could run short of money in weeks if it does not receive new funding, and said the reversal has raised questions about the credibility of the European Council, the EU’s highest decision-making body.
