Highest shares
The highest shares of people unable to keep their homes adequately warm were observed in Bulgaria and Greece, both at 19%, followed by Lithuania at 18% and Spain at 17.5%.
Lowest shares
Finland reported the lowest share at 2.7%, followed by Poland and Slovenia at 3.3% each, and Estonia and Luxembourg at 3.6% each.
