Delikipos, Cyprus. Defence Minister Vasilis Palmas said the National Guard remains Cyprus’ primary deterrent against external threats and a key defender of the country’s freedom and democracy during a swearing-in ceremony for new non-commissioned officers.
He addressed the Class of 2026 at the Stylianos Kalbourtzis camp, saying the National Guard has continued to play a central role in safeguarding the country’s security for more than six decades.
Security mission
Palmas said that, with a large part of Cyprus remaining under Turkish occupation for 52 years, the responsibility and duty of National Guard personnel carry particular weight.
He said the force’s mission to defend the independence and territorial integrity of the Republic of Cyprus remained steady and non-negotiable, adding that the new NCOs had officially joined that mission.
Modernisation and leadership
The minister said the recruitment of new permanent NCOs was an important step in strengthening and modernising the National Guard, improving its operational and administrative capabilities amid increasingly complex security challenges.
He described NCOs as a cornerstone of modern armed forces, with responsibilities including the daily functioning of military units, tactical decision-making, and the training and mentoring of younger personnel.
Palmas urged the recruits to uphold discipline, apply military regulations and maintain mutual respect with superiors and subordinates. He said leadership is demonstrated through behaviour, setting an example and making effective use of personnel.
Professional development
The minister encouraged the new NCOs to remain humble and continue pursuing knowledge and professional development, citing the ancient Greek orator Isocrates: “Be content with what you have, but always seek something better.”
Palmas also paid tribute to the graduates’ families, saying their support had been instrumental in helping them reach the milestone.
