Students and trade unions object to Cyprus bill on hiring nurses from third countries

Nicosia, Cyprus. Students and trade unions raised objections on Thursday to proposed legislation allowing the employment of nurses from third countries, as parliament prepares to examine the amendments amid staffing pressures in Cyprus’ healthcare system.


Concerns from Cyprus University of Technology students

Students from the Cyprus University of Technology (Tepak) said the proposed changes raise serious questions about the future of the sector and the quality of health services provided. They argued the measure does not address the underlying causes of staff shortages, citing low wages, demanding working conditions and limited incentives for young professionals entering the field.

They also pointed to increased workloads and patient waiting times, saying health cannot be treated as a commodity. The students called for structural measures including collective labour agreements, improved staffing levels in public hospitals, and enhanced support for trainees through paid placements and clearer professional pathways.

Trade union reservations and process concerns

Trade unions also voiced reservations focused on labour conditions and potential implications for service quality. Concerns were raised about language requirements, the integration of foreign staff and the process through which the amendments have been developed.

House health committee chairman Efthimios Diplaros criticised the approach taken by the health ministry, saying it is making changes without any consultation with nurses.

Patient representatives cite immediate staffing needs

Patient representatives and private healthcare providers pointed to the immediate need to address staffing shortages. The patients’ association federation (Osak) said the issue affects multiple areas of the health system, including hospitals and other service structures, and is limiting implementation of legislation related to rehabilitation centres, community nursing and palliative care.
