Nicosia, Cyprus. Cyprus has been cited as a leading example of how diversifying tourism markets can help destinations absorb the loss of a major source of visitors, according to a new report by TOURISE and Oxford Economics.

The report examined Cyprus’ response to the collapse in Russian tourism after Russia’s invasion of Ukraine and the sanctions that followed.


Market diversification

The report, titled ‘Resilience in a World That Doesn’t Reset’, reviewed the response of destinations to 85 tourism crises over the past 25 years. It identified market diversification as one of the strongest drivers of recovery.

Before 2022, Russia accounted for more than 27 per cent of all arrivals to Cyprus. Following the invasion of Ukraine and subsequent sanctions, Russian arrivals fell sharply, with Russia’s share of total arrivals declining to 1 per cent by 2025.

Alternative European markets

Cyprus shifted towards alternative European markets through targeted marketing campaigns and stronger air connectivity, the report said.

Poland’s share of arrivals rose from 2 per cent before the crisis to 9 per cent in 2025. Cyprus also expanded its presence in Central European and Nordic markets, helping to compensate for the loss of Russian demand.

Record arrivals

The strategy helped Cyprus achieve record visitor volumes in 2024, with arrivals surpassing pre-pandemic levels.

The report said Cyprus’ experience showed that diversification was not only a means of increasing tourism growth but also an increasingly important resilience strategy as destinations face a more volatile global environment.
