Nicosia, Cyprus. Interior Minister Constantinos Ioannou met a delegation representing the Council of Europe’s Group of States against Corruption (Greco) on Tuesday during a four-day assessment visit to Cyprus. The review concerns safeguards against corruption and measures supporting integrity in local government.

Scope of the evaluation

The visit runs from October 13 to 16 under Greco’s sixth evaluation round, which addresses accountability, transparency and the prevention of corruption within regional and local authorities.

The interior ministry said the review would assess how effectively Cyprus’ measures and mechanisms strengthen integrity and accountability in local administration. The Republic of Cyprus selected Nicosia municipality and the Larnaca district local government organisation to undergo evaluation.

Two principal areas will be examined: the legal and institutional framework, including weaknesses or gaps, and existing arrangements for preventing corruption and fostering integrity in local government.

Safeguards and enforcement

The assessment covers conduct codes, the management of conflicts of interest, limitations on particular activities and declarations of assets. It also considers transparency, information access and public involvement in decisions.

Other elements include auditing and oversight arrangements, accountability, procedures for reporting corruption and protection for whistleblowers. Evaluators will also examine how rules are enforced, alongside sanctions and disciplinary action.

Findings and recommendations

Once the visit and evaluation process are complete, Greco will produce a report setting out findings and recommendations for the Republic of Cyprus. Those recommendations will seek to reinforce institutional safeguards and improve practices for preventing corruption across public administration and local government.

The interior ministry said participation demonstrated the government’s commitment to greater transparency, stronger institutional credibility and accountability, and better mechanisms to protect integrity in public life.
