New York, United States. A tanker registered in Malta is carrying Russian diesel towards New York following an agreement involving US President Donald Trump, according to LSEG data released on Friday. The shipment totals 40,000 metric tons.

Shipment due on November 7

Shipping records showed that Agioi Fanendes, a medium-sized tanker, took on its cargo of ultra-low sulphur diesel on October 22 at Primorsk, Russia’s Baltic port. Its expected US arrival date is November 7.

The shipment follows an agreement between Trump and Russian President Vladimir Putin under which Russia agreed to end its own diesel export ban and supply international markets, including the United States.

Export plans and US price measures

In an October 9 announcement, Trump said Russia would export an initial 300,000 metric tons immediately, equivalent to 2.25 million barrels. He said a further 500,000 tons would follow in November, with another 1 million tons immediately afterwards.

Deputy Prime Minister Alexander Novak said last week that Russia could raise monthly diesel exports to 3 million–3.5 million tons by the end of the year, restoring the country’s usual export volume for the fuel.

Trump has taken several steps aimed at lowering diesel prices before the US mid-term elections on November 3. These include waiving provisions of a new law imposing sanctions on Russia and threatening to prohibit US diesel exports to Europe unless European countries released additional fuel from emergency stockpiles.

Other cargo destinations remain uncertain

LSEG shipping records also showed that diesel cargoes for export were loaded at Primorsk last week, although their ultimate destinations remained unclear. Most vessels were indicating Gibraltar, the Atlantic Coast or Port-Said.

Russia’s main diesel export markets have been Brazil and Turkey, alongside African countries, since the EU fully implemented its embargo on Russian oil-product imports in February 2023 in response to the war in Ukraine.
