Cyprus citizenship by naturalisation
Requirements for legal residence, Greek language, knowledge of Cyprus, supporting documents and the M127 naturalisation application.

In brief: Naturalisation through years of residence is a current citizenship route, separate from descent, marriage and the discontinued investment programme. Under the legal framework that took effect on 19 December 2023, an applicant must meet residence, character, language, knowledge, accommodation and resource conditions cumulatively.
The general years-of-residence route
An ordinary applicant needs 12 months of legal and continuous residence immediately before applying; absences totalling no more than 90 days do not interrupt that period. Before it, at least seven cumulative years of legal residence are required in the preceding ten-year window.
These are cumulative conditions, not alternative periods. Reconstruct entries, exits and legal status from records before applying because a calendar count without lawful status is insufficient.
Language and knowledge of Cyprus
The ordinary route requires Greek at B1 level evidenced in a form accepted by the Ministry of Interior. A successful examination in the basic elements of the contemporary political and social reality of Cyprus is also required.
Specified highly skilled employees can have shorter qualifying periods with A2 or B1 under all conditions of that category. A high salary alone does not place a person into the special procedure.
M127 and evidence
Form M127 is submitted to a District Administration Office and signed in the presence of a Registrar. The current official list determines which certified and translated supporting documents accompany it.
The file includes passport and residence documents, travel history, criminal-record evidence, accommodation and stable resources, language and knowledge certificates and other applicable records. Check the validity period of each certificate.
Fees, decision and caution
On the checked date, the official application fee is €500 plus two €8.54 stamps, followed by another €500 for the certificate if approved. A separate fee and conditions are published for accelerated examination of eligible highly skilled cases.
Meeting numerical minimums does not guarantee approval because every condition and document is assessed. A refusal, disputed residence period or unusual family history requires attention to the official decision and individual advice.
Checks before you apply
- separate naturalisation from descent or marriage routes;
- build an exact record of legal residence and absences;
- obtain proof of Greek at the required level and separately pass the required examination on the contemporary political and social reality of Cyprus;
- download the current M127 and official checklist;
- recheck fees, certification, translation and certificate validity.
Create a timeline of stays
Start with a table listing all entries, exits and statuses as recorded in official documents. The calendar period between the first and last dates does not automatically equate to the recognised period of residence. Make a separate note of prolonged absences, gaps in documentation and periods covered by other grounds.
Cross-reference passport stamps, tickets, immigration records, employment history, addresses and tax documents. Do not conceal or round off any discrepancies. Prepare explanations in advance and back them up with evidence; where there is a significant gap, an individual legal assessment is required.
After changing your passport, keep the old document and ensure the numbers are linked. Changes to your name, marital status or nationality also require a chain of evidence. The timeline must allow an independent auditor to replicate the calculation, rather than simply trusting the final total number of days.
Language and knowledge as a long-term project
Language requirements cannot be reliably met by taking a course immediately before submitting your application. Check the recognised level, certificate format, validity period and available exam dates. Draw up a plan that includes a backup attempt and keep official confirmation of your registration and results.
Preparing for the knowledge test on modern Cyprus involves following the official syllabus, rather than a random selection of questions. Keep an eye on updates to the material and the exam rules. Do not buy a ‘guaranteed answer’: leaked material or a forged certificate puts your entire application at risk.
If there is a specific route for a particular professional category, check the exact definition, period of employment and required documents. A job title on your CV does not prove eligibility. An employer may provide facts, but the legal determination is made by the competent authority.
Character, integration and a complete file
Certificates of good conduct, tax compliance and fulfilment of obligations must be up to date and issued by the relevant authorities. Do not conceal an old case or fine on the assumption that it is insignificant. Seek professional advice on disclosure and prepare an accurate explanation supported by documentation.
Integration is demonstrated by the sum total of your real-life circumstances: language, work, family, community involvement and enduring ties. Do not fabricate artificial activity solely for the sake of the application form. Documents must describe the facts and be consistent with the chronology of your residence.
Compile a file index: application, personal documents, residence, language, knowledge, character, employment and payments. For each item, specify the date and expiry date. Before submission, carry out an independent check of the name, period and any missing pages.
After submission and pending a decision
The review process may take a considerable amount of time, so maintain your current status and report any changes in accordance with the regulations. The case reference number does not replace a residence permit. Do not plan to relocate or renounce another citizenship based on the expectation of a positive decision.
Respond to any requests on time and via the specified channel, keeping a copy for your records. If a document cannot be obtained, first request an officially acceptable alternative. Failure to respond or substituting a similar certificate may undermine the credibility of the entire file.
Once a decision has been made, check the further formalities, documents and possible implications for your existing citizenship and family. These matters depend on several jurisdictions. This article does not constitute a guarantee of a specific outcome; a specialist review is essential for a personalised decision.
