Higher education in Cyprus: universities and programme checks

Checked: 24 September 2026.

How the higher education system is organised

Cyprus is home to both public and private universities, as well as other higher education institutions. The legal status of an institution, the standard of a programme and the right to award a specific qualification are assessed separately. A well-known name or a modern campus are not proof that the chosen programme is accredited.

The official Department of Higher Education publishes a description of the system and lists of institutions, whilst the Cyprus Quality Assurance Agency issues accreditation decisions. Start your search with these registers, then check the exact name, campus, language, mode of study, level and validity period of the decision.

A separate, older page listing higher education institutions may help with navigation, but it is no substitute for this guide and the up-to-date register. Information on recognition in Russia also addresses a more specific enquiry. The main task here is to select a programme in Cyprus that is subject to verification and to gather evidence of its status.

Verifying the institution and the specific programme

Make a note of the programme’s official name in the language of the register, the degree, the workload, the campus and the delivery mode. Find the quality assurance agency’s decision and ensure that it relates specifically to this programme, rather than to a similar name or a different level. For joint programmes, check the roles of all partners and who issues the degree.

Save a screenshot of the page or the accreditation decision, noting the date of verification, before making any payment. If the programme is new, pending accreditation or has provisional status, request a written explanation of the implications for the current intake. The phrase ‘accreditation pending’ implies a risk, rather than accreditation that has almost been granted.

For regulated professions, academic accreditation alone may not be sufficient: the right to practise is determined by the relevant regulatory body. Medicine, law, engineering, psychology and other fields require separate verification. The university must not promise automatic professional licensing in all countries.

Admission and language of instruction

Requirements depend on the level and programme: school leaving certificate or diploma, grades, proof of language proficiency, references, a portfolio or an interview. Ask for an official list of requirements and deadlines specific to your nationality and prior education. An agent who guarantees admission without assessing your documents does not make decisions on behalf of the university.

The designation ‘English-taught’ is confirmed by the curriculum, not by an advertising banner. Find out the language of lectures, exams, practical work and administrative communication. If a preparatory language course is required, ask whether it is included in the degree, whether it grants student status, and what happens if you fail to complete it.

Foreign documents may require translation, certification and verification of qualifications. Start the process in good time and submit them only via the official portal. Check the transliteration of your name; discrepancies between your passport, offer letter and degree certificate can delay enrolment and immigration procedures.

Costs, scholarships and the contract

Calculate the total cost for the academic year: tuition fees, registration and laboratory fees, insurance, books, accommodation, transport and living expenses. Advertised prices may refer to a single semester or may not include compulsory payments. Obtain a personalised breakdown and payment schedule in writing.

For the deposit, check the refund conditions in the event of withdrawal, failure to obtain a visa, insufficient enrolment or programme cancellation. The scholarship must specify the amount, duration, academic conditions and grounds for termination. A verbal promise of a discount does not replace a letter from the university referencing your application number.

Pay into the official account only after verifying the recipient’s details. Do not transfer large sums to a private intermediary, and do not accept bank details suddenly sent from a new address. Keep a record of the invoice, contract, receipts and correspondence; in the event of a dispute, the version of the terms and conditions in force at the time of payment is what counts.

Student status and accommodation

Enrolment does not confer the right to reside in Cyprus. Citizenship, the duration and format of your studies determine the immigration requirements, proof of financial means and insurance. Request the official calendar from the international office, but verify the requirements with the relevant immigration authority.

Do not rely on employment as a guaranteed source of all your income: permissible conditions depend on your status and the relevant regulations. A distance-learning programme may not qualify you for student accommodation. Failure to meet attendance requirements or withdrawal from your studies may also affect your status, regardless of whether you have paid for accommodation.

For on-campus and private accommodation, compare the tenancy agreement, deposit, utility costs, transport and duration. A place in halls of residence is not considered secured until you have received written confirmation. Set aside funds for the first few weeks and do not transfer a deposit for accommodation without checking the property and the party to the agreement.

Quality of education and student welfare

Examine the curriculum, compulsory modules, teaching staff, work placements, class sizes and support services. Enquire about access to the library, laboratories and digital resources. Employment figures are only useful if the methodology is clear: the number of respondents, the survey period and the relevance of the job to the degree programme.

Before enrolment, read the rules on assessment, resits, academic integrity, complaints and termination of studies. Find out who handles appeals and where the deadlines are published. Any dispute should first be resolved through an internal procedure, keeping a record of assignments, decisions and correspondence.

If you have a disability or special educational needs, discuss reasonable adjustments and documentation in advance. A promise to ‘try’ is not the same as agreed support. It is important for students to know the contact details of the relevant department and to receive a plan before an exam or work placement, when it is too late to organise assistance.

Recognition of qualifications and final decision

Recognition depends on your purpose and the country: further education, civil service and regulated professions may be governed by different authorities. Before applying, submit your prospective qualification to the relevant authority in your destination country. The university can provide the necessary documents but cannot guarantee the outcome of the decision.

The final table should include the institution’s status, the decision regarding the programme, the language of instruction, the total cost, deposit refunds, migration pathways, accommodation and recognition. Keep an official source for each item. If a key piece of information is only available in a promotional message, the risk remains.

Sources verified on 24 September 2026. Registers and decisions are subject to change; therefore, the programme’s status should be verified before applying and before making any significant payment. This material does not replace the decision of a quality assurance agency, an immigration or professional body, or individual legal advice.
