Cyprus hands EU Council momentum on ocean policy to Ireland

Wexford, Ireland. Cyprus has sought to place islands, coastal communities and sustainable fisheries more firmly in European discussions on the sea during its six-month EU Council presidency, with Ireland positioned to continue that work as debate on the proposed EU Ocean Act develops.

The article argues that the act must translate existing European commitments into healthier marine ecosystems, stronger fish stocks and greater involvement for coastal communities.

Pressure on coastal communities

Fishers are described as among the first to observe changes in marine conditions, including fewer fish in nets, disrupted seasons, declining abundance and damaged habitats.

For island nations including Cyprus in the eastern Mediterranean and Ireland on the Atlantic, these developments are presented as daily realities rather than policy issues. Marine ecosystems are described as supporting food supplies, livelihoods and coastlines, with coastal communities among the first affected by ecological decline.

The article also recalls family experiences of the sea, from earlier discovery of marine life to later observations of its decline, and states that abundance has disappeared from waters that had previously supported extensive life.

EU Ocean Act debate

The proposed EU Ocean Act comes as Europe faces calls to deliver on commitments to restore nature, rebuild fish stocks, support sustainable fisheries and protect 30 per cent of its seas by 2030.

The article identifies a gap between commitments made in Brussels and conditions at sea, citing marine protected areas where destructive activities continue, overfished populations and limited influence for coastal communities over decisions affecting them.

Recent discussions at the Ocean Act conference in Wexford, hosted by the Irish EU Presidency, placed the proposed legislation at the centre of debate over European marine governance and the implementation of existing commitments.
