Nicosia, Cyprus. The Independent Authority Against Corruption announced on Thursday that it found no evidence of corruption or other misconduct involving the ten individuals named in a complaint submitted on behalf of a retired National Guard officer.

Allegations in the complaint

The authority said the complaint named ten people, among them former senior officials and public servants of the Republic of Cyprus. It alleged possible offences including forgery, circulation of forged documents in order to commit acts of corruption, abuse of power and undue influence.

The investigation

In November 2025, the authority assigned three inspection officers to look into the claims: former district court president Christos Philippou, former family court judge Dimitra Kousiou and lawyer Costas Velaris.

They examined whether the conduct of those named amounted to abuse of power or undue influence. They also assessed whether decisions by the relevant boards on the complainant’s career progression constituted acts of corruption under the applicable legislation.

According to the authority, everyone summoned by the inspection officers cooperated and supplied the information and evidence requested.

Findings

Once they had reviewed all testimony and evidence, the three inspection officers delivered a unanimous report to the authority. The transparency commissioner and the authority’s members then approved it.

The authority stated that “No act of corruption has been substantiated or established in relation to any of the individuals named in the complaint.” It added that, after the testimony was gathered and the material assessed, all of the complainant’s allegations were rejected in full.

The authority stressed that, within the scope of its statutory powers, no wrongdoing had been established against any of the ten individuals.
