Cyprus nears EU average in e-government use, with 70.66% using online public services in 2025

Nicosia, Cyprus. Cyprus has nearly closed the gap with the European Union average for digital governance, with 70.66% of residents aged 16 to 74 using online public services in 2025. Eurostat reported the figures on Thursday.

Cyprus and EU e-government usage

Eurostat said 70.66% of people in Cyprus aged 16 to 74 used websites or apps of public authorities in 2025, placing the country close to the EU average. Across the European Union, 71.9% of people in the same age group used such services in 2025.

Comparisons with Greece and Malta

The data showed Greece at 71.99%, marginally above the EU average. Malta recorded 73.69%, indicating a higher uptake of digital public services.

Year-on-year changes in the EU

Across the European Union, the 2025 figure represented an increase of 1.9 percentage points compared with 2024. The data also showed a rise of 4.3 percentage points compared with 2022, the first year Eurostat collected this specific dataset.

Highest and lowest uptake in the EU

Denmark recorded the highest uptake of e-government services, with 98% of people using websites or apps of public authorities. It was followed by the Netherlands at 96.2%, Finland at 96.1% and Sweden at 96.0%. Romania recorded the lowest share at 24.1%.
