Larnaca, Cyprus. The Larnaca district local government organisation (EOA) completed more planning and building permit applications than it received in three of four categories in July, helping to reduce older pending cases.


July permit results

The EOA said it recorded Cyprus’ best results for Category I planning and building permits during the month.

It completed 267 Category I planning permit applications, compared with 256 new submissions, producing a processing rate of 104 per cent.

For Category I building permits, the organisation completed 420 cases against 339 applications received, for a processing rate of 124 per cent.

In Category II planning permits, it completed 142 cases while receiving 133 applications, giving a rate of 107 per cent. Category II building permits recorded 114 completed cases and 138 submissions, resulting in a processing rate of 83 per cent.

Backlog reduction

A processing rate above 100 per cent indicates that an authority is handling new applications while also clearing cases already in its system.

When local government reform took effect in July 2024, the Larnaca EOA inherited 4,283 paper applications, including 1,683 planning cases and 2,600 building cases.

By July 2026, it had processed 3,707 of those applications, or 86.6 per cent, leaving 576 pending.

Other district figures

Other districts have also reported processing rates above 100 per cent, although their figures cover different periods and categories.

Interior Ministry figures for August 2025 showed overall processing rates in Limassol of 106 per cent for planning permits and 128 per cent for building permits. Paphos recorded rates of 175 per cent for planning and 109 per cent for building permits.

These figures are not directly comparable with Larnaca’s Category I and Category II results for July 2026. Limassol and Paphos have not published matching figures for that month.

Nicosia reported overall July completion rates of 105.9 per cent for planning applications and 120.1 per cent for building cases. Its totals include related requests and fast-track cases, making direct comparison with Larnaca’s Category I figures difficult.
