Exchanging a foreign driving licence in Cyprus

When a foreign licence is recognised or exchangeable, how issuing country and residence matter, and which documents and tests to check.

Exchanging a foreign driving licence in Cyprus

In brief: Permission to drive and eligibility to exchange a licence are separate questions. The answer depends on issuing country, category, validity, normal residence and Cyprus arrangements. An international driving permit does not replace the national licence.

EU and EEA licences

A valid EU licence is generally recognised under European rules, while exchange can be optional or required in defined circumstances. The Road Transport Department describes exchange after the applicable period of residence in Cyprus. Check expiry, categories, medical restrictions and whether an exchange, suspension or withdrawal process is already open in the issuing state.

Third-country licences

For a third country, the permitted driving period and direct exchange depend on the current recognition list and the applicant’s status. Citizenship and issuing country may differ. Do not rely on a forum list: obtain the current RTD answer for the exact document. Where direct exchange is unavailable, the Cyprus learner and testing process may be required.

Evidence and application

Common checks include the original licence, identity, normal-residence evidence, photographs, any medical form, translation and authenticity confirmation. The exact set and fee depend on route and category. Names, dates and categories must align. Ask whether the original will be surrendered and whether driving is allowed while the application is processed.

Insurance and the transition

A valid licence does not guarantee cover under a particular policy or rental agreement. Tell the insurer the issuing country, experience and categories and obtain written confirmation. Monitor the permitted-use period, carry required documents and do not drive while status is uncertain. Suspensions, medical restrictions and professional categories need individual checks.

Practical checklist

  • identify the issuing country and licence category;
  • confirm normal residence and the permitted driving period;
  • check the current RTD exchange list;
  • prepare translation, medical and authenticity evidence;
  • obtain written insurance confirmation.

Classify the identity document

The country and issuing authority, category, validity period and habitual residence at the time of issue are important. The holder’s nationality does not replace these details. An international driving licence is an annex where required, and does not confer independent rights.

Different rules apply for EU/EEA countries and third countries. Check whether an exchange is mandatory or possible, the period of validity following relocation, and any medical requirements. Record the publication date of any list of recognised countries.

Professional and heavy-duty categories may be subject to additional rules. Do not assume that a licence for a passenger car also covers a bus or lorry. Your employer will also check for sector-specific authorisation.

Documents and application

Gather the original licence, passport, proof of residence, address, photograph, translation and confirmation of validity in accordance with the current list. Names and licence categories must match. It is advisable to have an expiring licence assessed in advance.

Confirm the appointment, payment and medical form with the Road Transport Department. An agent cannot guarantee approval. Hand over the original document only against a receipt, whilst retaining a copy and the reference number.

If verification of the issuing country or an examination is required, allow for a period during which you will not be permitted to drive. A receipt is not considered a temporary licence unless specifically stipulated. Do not drive based solely on the rental company employee’s advice.

Insurance during the transfer

Inform your insurer of your driving licence status and usual place of residence. The policy may require a valid, recognised driving licence. Payment of the premium does not guarantee cover if the information provided is incorrect.

Car hire has its own conditions regarding age, driving experience and documentation. The company may apply stricter rules than the law. Obtain written confirmation before booking.

If the validity period of your old licence is unclear, do not drive until you receive an official response. A taxi or public transport is cheaper than the risk of an uninsured accident and the legal consequences.

After renewal

Check the name, licence categories, restrictions and validity period of the new licence. Report any errors before travelling. Clarify what to do with your old licence and the procedure for returning it to the country of issue.

Update your insurer, employer and car-hire profiles. Do not post a photograph of your licence. Keep the decision and receipts for future renewals or when moving house.

This article does not determine an individual’s right to drive. The final conclusion depends on the licence, place of residence, date and category; in the event of a dispute, an official or legal response is required.

Before travelling outside Cyprus, check separately whether your new licence is recognised and whether an international driving permit is required in your destination country. The rules on licence exchange within Cyprus do not address this issue. Also bear in mind the car hire company’s restrictions regarding age, driving experience and licence categories, even if the law permits you to drive.

If you need a driving licence for work, agree with your employer on the period between application and issue. A receipt does not always serve as a substitute for a driving licence. Do not plan to drive commercially until your entitlement and insurance have been confirmed for the specific licence category and intended use.
