Yellow Slip in Cyprus: EU citizen registration

Who needs MEU1 registration, when to apply, which residence basis to prove and how to prepare the supporting documents.

Yellow Slip in Cyprus: EU citizen registration

In brief: Yellow Slip is the common name for the MEU1 Registration Certificate for EU, EEA and Swiss citizens and family members who are themselves Union citizens. For residence longer than three months, an applicant must rely on a statutory basis and apply within the stated deadline.

Who needs MEU1

For up to three months, a Union citizen and a Union-citizen family member need only a valid identity card or passport. Longer residence can be based on employment, self-employment, or sufficient resources together with comprehensive sickness insurance.

A family member who is not an EU citizen follows a different procedure and should not automatically use this document list. MEU3 is a separate route for permanent residence once its conditions are met.

Deadline and place of application

The official page says that the MEU1 application is submitted within four months of entry to the Republic. The submission office depends on the district; verify the current office and whether an appointment is required.

The law permits a financial penalty for failing to register. Do not leave preparation until the final week, particularly when a document needs translation or authentication.

Documents and fee

Evidence depends on the basis: employment, self-employment, or sufficient resources and health cover. Use the current official supporting-documents list and prepare documents in another language with the required translation and certification.

On the checked date, the official fee for a Union citizen and a Union-citizen family member is €20. Recheck the amount, payment method and form before attending.

Outcome and practical limits

For a complete file, the official maximum examination time is one month and the certificate is sent by post. An accurate postal address and prompt updates therefore matter.

The Registration Certificate has no expiry date, but that does not remove the need to maintain the residence basis and report changes where required. It also does not make Cyprus part of the Schengen area.

Checks before you apply

  • confirm nationality and intended duration;
  • select employment, self-employment or sufficient resources as the basis;
  • download the current MEU1 form and document list;
  • check translation, certification, office and appointment;
  • give a valid postal address and keep the receipt.

Determine the basis for registration

The ‘Yellow Slip’ is a colloquial term for the registration of EU citizens and their eligible family members; it is not a standard procedure applicable to all foreign nationals. First, verify the applicant’s citizenship and grounds for residence: employment, self-employment, study or sufficient means. The required supporting documents depend on the grounds for residence.

Record the actual start date of residence and the applicable registration period. A short visit is not the same as a transfer of the centre of life. A ticket alone does not confirm the entire period, so keep your tenancy agreement, employment contract, utility bills and other valid evidence of your circumstances.

For non-EU family members, a related but separate procedure and different documentation may apply. Do not submit a single form for everyone without checking first. Family relationships, dependency and EU citizenship status must be confirmed by documents in the required format.

Appointment and documentation

Obtain the form and checklist from the official authority for your area. Check the application method, address, opening hours, accepted languages, photographs, copies and payment details. An old blog post may accurately describe the general idea but be incorrect regarding the form, office or payment method.

Employment documents must reflect actual employment, whilst proof of financial means must show the resources available to the applicant. Insurance is assessed according to the official requirements for the relevant category. Do not purchase a policy based solely on the advertising phrase ‘for the Yellow Slip’ without checking the text detailing the cover and the period of validity.

Confirm your address with a tenancy agreement and any additional documents required by the guidelines. Ensure that the name, property number and dates match. If accommodation is provided by another person, check in advance what form of consent or confirmation is acceptable.

Application day and document check

Bring the originals and organised copies, keeping a complete set for yourself. Before handing them over, check the application form and the transliteration. If a member of staff takes the original, obtain a receipt. Do not leave any documents or cash with anyone whose authorisation cannot be verified.

After submission, make a note of the reference number, receipt, next step and how to obtain the result. Check the name and details on the confirmation issued immediately. It is easier to raise an issue on the day of application than after the document has been requested by a bank, employer or other organisation.

Keep your evidence in such a way that you can prove you submitted your application on time, but do not disclose personal identification numbers. The receipt and certificate serve different purposes; check which document the specific organisation accepts, and do not present a receipt as a certificate that the procedure has not yet issued.

After registration

Registration does not remove your obligation to update your address and comply with the conditions of your residence status. If you stop working or studying, check whether your right of residence under another category remains valid and whether you need to give notice. Do not wait for a request from the authorities if the rules require you to take the initiative.

For long-term residence, keep a record of your absences and retain evidence of continuity of residence. If your aim is to obtain permanent residence, familiarise yourself in advance with the specific conditions and required documents. The term ‘Yellow Slip’ does not mean that the next status will be granted automatically over time.

Before each new application, check that the certificate and details are up to date. This information does not replace an assessment of your individual case. In the event of a dispute regarding the duration of stay, sufficient funds, insurance or family dependency, contact the relevant authority or a qualified specialist.
