Cyprus counted as a single region

The figures show that more than three-fifths of Cyprus’ population was of working age at the start of 2025. Because of its size, Cyprus is treated as a single region in Eurostat’s breakdown rather than being divided into several NUTS level 3 regions.

Highest working-age shares

Across the EU, 39 NUTS level 3 regions had a working-age population share of at least 63.0 per cent. Most were in Germany, while the group also included island regions in Spain and several capital regions and surrounding areas.

The highest share, 68.9 per cent, was recorded in both the Danish capital region of Byen København and Spain’s island region of Eivissa y Formentera. In both regions, more than two-thirds of the population was of working age.

Spain’s Fuerteventura recorded a share of 68.3 per cent, while Lanzarote recorded 67.3 per cent.

Lower shares concentrated in rural regions

The working-age population accounted for less than 55.0 per cent of the population in 189 EU regions.

These regions were predominantly rural, including inland Portugal, large parts of rural France, most of eastern Germany, and rural areas in Bulgaria, Greece and the Nordic EU countries.
