Washington, United States. President Donald Trump’s public approval rating rose from a record low, while support increased for Democrats to gain control of the U.S. Congress in November’s midterm elections, according to a Reuters/Ipsos poll.

The four-day nationwide survey of 1,143 Americans, conducted after the Republican Party’s first-ever midterm convention, had a margin of error of 3 percentage points in either direction.

Approval rating and dividend proposal

Some 35% of respondents approved of Trump’s performance in the White House, up from 33% in a Reuters/Ipsos poll conducted from August 28 to 31, which was the lowest rating of his political career.

The survey found that 63% of Americans disapproved of Trump’s convention pledge to ensure that all Americans receive a $5,000 dividend if Republicans retain control of Congress. The proposal was opposed by four in 10 Republicans and nine in 10 Democrats.

Trump’s popularity has declined since he launched a war on Iran in February, which disrupted Middle Eastern oil shipments and pushed fuel prices near record highs, affecting U.S. household finances.

Congressional voting preferences

In a generic ballot question asking which party respondents would support if congressional elections were held immediately, 44% chose Democrats and 37% chose Republicans.

The 7-percentage-point Democratic lead was the widest since Trump returned to the White House in January 2025. Republicans could face complications to Trump’s agenda during the final two years of his term if they lose control of either chamber of Congress.

Generic ballot polls measure national sentiment on which party respondents want to control Congress, but do not account for the state-by-state and district-by-district contests that determine control of the Senate and House of Representatives, where Republicans hold structural advantages.

Economy and construction projects

Respondents chose Democrats over Republicans as better stewards of the economy by 38% to 37%, with Democrats gaining the advantage over the summer for the first time in about a decade.

Trump’s construction projects in Washington, including a ballroom for the White House, were largely viewed through partisan lines. Some 91% of Democrats opposed the plans, compared with one in four Republicans.

About two-thirds of Americans, including half of Republicans, said the construction projects were a low priority.
