Nicosia, Cyprus. Cyprus’ Scientific and Technical Chamber (Etek) has called for immediate action to address severe labour shortages in the construction sector, warning of delays to projects, rising costs and obstacles to affordable housing delivery.
The issue was discussed during a meeting with Labour Minister Marinos Mousiouttas, alongside workplace safety, training for newly qualified engineers and tower crane licensing.
Labour shortages
Etek said shortages of workers, skilled tradespeople, foremen and site supervisors continue to affect the construction industry, particularly steel fixers and formwork carpenters.
The chamber said the shortages are disrupting project delivery, increasing construction costs and affecting building energy upgrades, affordable housing and the economy’s development prospects.
Etek urged the government to speed up the implementation of measures under consideration to meet the sector’s staffing needs.
Employment and skills measures
Among the proposals discussed was the acceleration and digitalisation of applications to employ workers from third countries, which Etek said could help meet labour demand more efficiently.
The chamber also called for a comprehensive mapping of labour market needs and measures to improve the image of technical professions through professional qualification standards.
Safety and training
On health and safety at construction sites, Etek said safety should be treated as a core element of quality and professionalism rather than a matter of formal compliance.
The chamber presented training and awareness initiatives for professionals and called for stronger cooperation with the Labour Ministry and the Department of Labour Inspection, with emphasis on prevention.
The meeting also addressed the future of the European Social Fund-financed practical training programme for newly qualified graduates in architecture, civil engineering and electrical engineering.
