KEP in Cyprus: at a glance

Citizen Service Centres — KEP, from the Greek Κέντρα Εξυπηρέτησης του Πολίτη — are “one-stop shops” where you can use the services of various ministries and departments. The first KEP opened in Nicosia in 2005, so the centres have now been running for more than 20 years.

There are currently eight KEPs in Cyprus, and all of them see people by appointment only. You can book on the island-wide number 22309100 or online at kep-kepo.gov.cy/appointments; without an appointment you will not be served.

This article is about the centres themselves: where they are, when they are open, how to book and what you can deal with there. Many services can now be used online through gov.cy and CY Login, which we cover in a separate article.

Who runs the centres

The KEPs are run by the Public Administration and Personnel Department of the Ministry of Finance. The centres do not decide cases on their merits: they either provide a service on the spot or accept documents and pass them to the competent department.

All centres share one island-wide number, 22309100. Through it you can book an appointment and find out the conditions for a particular service and which documents to bring.

Each centre also has its own email address on the papd.mof.gov.cy domain — for example, [email protected] for the Nicosia KEP. The official list gives no separate phone numbers for individual centres.

Where the KEPs are

The Nicosia KEP is in Engomi, on Georgiou Seferi Street, on the site of the former State Fair. The Limassol KEP is at 21 Spyrou Araouzou Street, and the Larnaca KEP at 42 Spyrou Kyprianou Avenue.

The KEP for the free part of Famagusta district is not in Paralimni but in Deryneia, at 83 Eleftherias Street. The Paphos KEP is at 62 Eleftheriou Venizelou Avenue, and another centre in Paphos district operates in Polis Chrysochous.

Two more centres serve the rural areas of Limassol district, in Kolossi and Pelendri. In addition, a mobile KEP unit sees the public once every three weeks in the community council building of Kato Pyrgos in Tillyria.

Opening hours and appointments

All KEPs are open Monday to Friday from 8:00 to 17:00 without a break. They serve people by appointment only, so there is no point turning up without one.

You can book by phone on 22309100 or at kep-kepo.gov.cy/appointments, where you choose the centre, the service, the date and the time. The government launched online booking for the KEPs and the Citizen Centres at post offices in December 2025.

Cypriot citizens can complete some procedures by video call without visiting a centre: CY Login profile verification, Social Insurance Services certificates and child benefit certificates. This option is not available to foreign nationals, who must attend in person.

Services on offer

According to the list of 1 December 2025, about 100 services from ten departments are available at the KEPs. Some are provided on the spot — for example, a medical card or a birth or death certificate — while for others the centre only accepts the application and forwards it to the competent department: this is how ID cards, passports, driving licences, grants and benefits are handled.

Services available through the KEPs include those of the Civil Registry and Migration Department of the Ministry of Interior, the Road Transport Department, the Social Insurance Services and the Welfare Benefits Administration Service. At a centre you can, for example, give biometric data for an online passport application, register a birth, obtain a certificate of permanent residence or a European Health Insurance Card, transfer ownership of a car, apply for a pension or submit documents for the Guaranteed Minimum Income, and check the progress of a benefit application.

KEPs also verify CY Login profiles, add apostilles, take affidavits, issue military status certificates and make changes to the electoral rolls, including for citizens of other EU countries. Criminal record certificates and student grant applications are not on the official list: for these, go to the competent department.

What to bring

You need an identity document for any service: an ID card or passport for Cypriot citizens and a passport for foreign nationals; check when booking which other documents proving your status are needed. Other documents depend on the service, and there is no single list on the website.

So when you book on 22309100, ask which documents and forms you will need. That way you will not have to come back because of a missing certificate.

If you book online, choose exactly the service you need: appointment slots are timed for each specific procedure. If you have several matters to deal with, it is best to book a separate appointment for each.

KEP and the Citizen Centres at post offices

Besides the KEPs, there are Cyprus Post Citizen Centres (KE.PO.), which operate in post offices. They are found in Nicosia, Limassol, Larnaca and Paphos, as well as in Agros, Kakopetria, Lefkara and Xylofagou, and have shorter hours — from 8:00 to 14:30.

The range of services at the post office centres is different and only partly overlaps with the KEPs. Documents for welfare benefits can be handed in at a KEP, at a KE.PO. or at one of the eight service points of the Welfare Benefits Administration Service.

If a service is available online, it is easier to use gov.cy with a verified CY Login profile; the profile can be verified through online banking or in person at a KEP or KE.PO. The information in this article was checked as of 27 October 2026.
